The Clarion County Republican Committee’s Spring Breakfast was held on Friday March 28 in the social hall of Trinity Point Church of God. We were honored to have Superior Court candidate Maria Battista and Commonwealth Court candidate Megan Martin as our keynote speakers. Both are endorsed by the PA GOP!
Our four County Commissioner candidates (Wayne Brosius, Brady Feicht, Ted Tharan and Kirke Wise) shared remarks. Two of the three candidates (Rebekah Weckerly and Amy Winger) for Register and Recorder also spoke. A La Carte Catering in Emlenton prepared a great breakfast for us! Bartos – who currently serves as the President of ESB Holdings LLC which acquires, develops, and manages commercial, multi-family, and single-family residential real estate – previously ran as a Republican candidate for Lieutenant Governor of Pennsylvania in 2018. Known for his support of small businesses, American jobs, and those who feel left behind by the career politicians, Bartos has been recently touring Pennsylvania, making multiple stops. According to Bartos, he hopes to build a grassroots movement through his statewide bus tour through all 67 counties in Pennsylvania. |

There are 24,390 registered voters in Clarion County and 19,294 (79.11%) of them voted. The voter roster includes 14,690 Republicans (61%) and since the 2020 primary the Republicans have gained 1,062. Thanks to everyone who exercised their right to elect our governmental leaders. The banquet will feature two keynote speakers, Stacy Garrity candidate for PA State Treasurer, and Senator of PA 33rd District, Douglas Mastriano.
Stacy Garrity is a retired Army Reserve Colonel from Bradford County. After graduating high school from Sayre High School, she attended Bloomsburg University of Pennsylvania then Cornell University Business Management Institute. While serving in the U.S. Army Reserve, Stacy started work as a cost accountant at Global Tungsten & Powders Corp., a global supplier of refractory powders, and worked her way up to become the first of two female vice presidents. Stacy’s service in the Army Reserve brought her to national attention. Amid scandals about prisoner abuse at other facilities, the national media highlighted her stellar performance as one of the officers in charge of an internment camp for enemy combatants in Iraq.
Senator Douglas Mastriano is a combat veteran and the son of a career US Navy man. He is an Eagle Scout and worked as a paperboy, janitor, security guard, short-order cook, pizza delivery person and dishwasher. He is truly one of us. Mastriano is a Doctor of History (PhD) and has four master’s degrees: Strategy, Strategic Intelligence, Military Operations, and Airpower. He earned a BA from Eastern University in St. Davids, Pennsylvania and was the alumnus of the year in 2009. Doug was commissioned in the U.S. Army in 1986 and served on the Iron Curtain with the 2nd Armored Cavalry Regiment in West Germany. After being deployed to Iraq for Operation Desert Storm (1991) to liberate Kuwait, Doug went on to serve in Washington, DC, the 3rd Infantry Division and US Army Europe. He served four years with NATO and deployed three times to Afghanistan. Mastriano was the director of NATO’s Joint Intelligence Center in Afghanistan, leading 80 people from 18 nations. Mastriano was elected to serve as the Senator for Pennsylvania’s 33rd District in May 2019, which includes all of Adams County, most of Franklin County and parts of Cumberland and York Counties. Mastriano has thirty years of experience building teams to get the job done. He has dedicated his life to fighting for freedom, defending our families and serving the people of this great land.

Pennsylvania Urges Voters to Request Absentee Ballots EarlyHARRISBURG, Pa. – Acting Secretary of State Kathy Boockvar on Wednesday encouraged Pennsylvanians to submit requests for absentee ballots well before the October 29 deadline.
State law requires applications for absentee ballots to be submitted no later than one week before Election Day. For this year’s Tuesday November 5 municipal election, the deadline falls on Tuesday, October 29. Absentee voters must return their voted ballot to their county election office by Friday, November 1. This is the first election that Pennsylvania voters can apply online for an absentee ballot, which makes the process faster, more convenient and more accessible. In the three weeks since the application site’s launch, more than 13,000 voters have used it to request an absentee ballot, representing one-third of all absentee ballot applications received. Voted absentee ballots must be returned by mail or hand-delivered so that county elections offices receive the ballots by 5:00 p.m. on the Friday before the election. A timely postmark is not sufficient. Deployed members of the military, Pennsylvania students attending out-of-state colleges or universities, individuals with illnesses or disabilities, and individuals who will be away from their municipality on business on Election Day are eligible to vote by absentee ballot. Comprehensive information about absentee ballots, including a downloadable request form, can be found on the department’s votesPA.com website. Absentee ballot applicants must supply basic voter registration information, specify a reason for applying to vote absentee and provide their driver’s license of PennDOT ID number. If they do not have a driver’s license or PennDOT ID, they must give the last four digits of their Social Security number. If a voter has neither, they must present a copy of an acceptable photo ID. A list of approved alternative types of identification is available at votesPA.com. An absentee voter can designate an agent to deliver the absentee ballot application and completed ballot if he or she is physically unable to do so. Certification of Designated Agent forms are available online. On November 5, Pennsylvania voters will elect judges and county and local officials. 2019 Primary ElectionThe 2019 election season is beginning. The county offices of Commissioner, Treasurer, Auditor, Register & Recorder, Prothonotary, District Attorney, Judge of the Common Pleas and District Magistrate 18-03-03 and 18-03-04 are on the primary election ballot. There also local municipal offices for Township Supervisor, Township Auditor, Township Tax Collector, Borough Council, Borough Auditor, Borough Tax Collector, Borough Mayor that are up for election. Pizza, politics & petitionsClarion County Republicans announced this week their plans to warm up the frigid winter weather with their annual “Pizza, Politics and Petitions” event as they head into the 2019 Election season.
The “meet your candidate” session will be held at Clarion Oaks Golf Clubhouse on Thursday, February 21, from 6-8 PM The CCRC will be providing pizza and beverages for those in attendance. All Republican voters are welcome to attend. Chairman Rick Rathfon said the event, where prospective candidates have an opportunity to begin to gather signatures for a host of elective office nominations in the spring primary election, has proven to be a “popular and effective” method for the candidates to jump-start the name-gathering process. |

The Clarion County Republican Committee is embarking on a new initiative this year on Election Day, November 6. It's called GoodOPs, meeting community need through charitable donations and service. When you come out to vote please bring along a non-perishable food item and place it in the bin outside the poll. The food items will be collected and distributed to local food banks and churches for Thanksgiving. Bins will be located at the following precincts: Beaver Township, Clarion Township 1st, Clarion Township 2nd, Elk Township, Farmington Township Fire Hall, Knox Boro, Limestone Township, Monroe Township, New Bethlehem Boro, Paint Township, Porter Township West, Redbank Township East, Rimersburg Boro, Salem Township, Toby Township and Washington Township. You can help some Clarion County families in need at Thanksgiving by donating canned goods at the polls. It's not just a good thing to do but the right thing to do. CCRC Fall BanquetThe CCRC Annual Fall Banquet will be held Thursday October 18 at the Trinity Point Church of God, chairman Rick Rathfon announced this week, and he said attendees will have two treats – a catered dinner from Sweet Basil Italian Restaurant and the appearance of two GOP presidents…sort of.
With tongue in cheek, Rathfon said the special “guest presidents” will be in the supporting cast of the evening’s entertainer, the Rev. Jimmy Swogger, pastor of the Oakland Church of God at Distant and a noted ventriloquist. Swogger’s supporting cast members are two of the pastors most popular associates – Ronald Reagan and Donald Trump. The social hour at the event will start at 5:30 p.m. with the dinner scheduled at 6. The menu will include chicken pasta alfredo, tossed salad and garlic toast and cake. Punch and coffee will also be provided. The church is located on the south side of Exit 62 at Clarion. Rathfon said he will make an announcement at the banquet “about something we have never done before on election day” and will have other attractions, including having several door prizes to be awarded. “This election is just as crucial as the one in 2016,” the chairman said, adding that “Clarion County needs all those Trump voters from 2016 to get back to the polls to help hold the House and Senate so President Trump can continue to keep the promises he made–make tax cuts permanent, secure the Supreme Court, build the wall and protect the Second Amendment.” Invited to attend the event are Scott Wagner, the party’s standard bearer for governor, and Lou Barletta, the party’s nominee for U.S. Senate, but the status of their attendance is currently uncertain because of the candidates’ schedules in the closing weeks before the Nov. 6 election. The chairman said if the candidates cannot attend, surrogates may attend on their behalf. |

Sallie Mundy, who practiced law for 20 years before being elected to the Pennsylvania Superior Court in 2009, will be the keynote speaker at the 7:30 a.m. breakfast to be held April 28 at Park Inn by Radisson, Rathfon said. She had been nominated in 2016 to fill a vacancy on the Supreme Court.
In addition to Mundy, party faithful attending the $25-a-plate gathering will also hear from party leaders who hold elective office on the county level as well as positions whose jurisdictions go beyond county boundaries, like State Senator Scott Hutchison and Representative Donna Oberlander.
Incumbent Sheriff Rex Munsee and District Judge Duane Quinn, both seeking reelection, will also present comments, as will Randall Stom and Rollie Burns, who are seeking the nomination to a four-year-term to succeed retiring county coroner Terry Shaffer.

Mundy is the mother of five children, the oldest of whom is a freshman at The Citadel.

Small business owners from the Clarion area got a chance to voice their concerns about obstacles to having a thriving business with lawmakers at the federal and state level at the Kriebel Companies headquarters in Clarion on Friday.
Kevin Shivers, the Executive State Director of the National Federation of Independent Business, explained that the small business meeting was the 28th his group had held in Pennsylvania this year. “This is a chance for our members to talk with our elected representatives. Many of the business owners present talked about having more affordable healthcare, particularly deductibles, better broadband access for their businesses and more money for education.Congressman Glenn Thompson, the U.S. Representative for Pennsylvania’s 5th congressional district, state Rep. Milissa Bauer, Executive Vice President of Kriebel Companies, spoke about how poor the broadband access is in so many parts of the area. “I think that would be one area that government could be very helpful in,” Bauer said. “It’s hard to believe how poor it can be in certain areas, and it’s a true hindrance to getting things done.”
“Also, we’re seeing our families dealing with the effects of Obamacare. They have higher deductibles, there are paying higher rates.”
Thompson said he didn’t see a lot of good things happening with Obamacare.
“We see insurance companies merging, which is kind of unheard of, hospitals merging, physician practices merging, so we have less competition. And, I think more competition in the private sector is how you have lower prices and higher quality,” Thompson said.
Another topic of discussion was the gas industry and its dealings with the state Department of Environmental Protection.
State Sen. Scott Hutchinson said he believes Pennsylvania’s future is tied to energy.
“We have so many sources of energy, and that is our competitive advantage. It can be used to provide cheap energy for businesses that want to relocate here, feed stock for businesses that rely on petroleum products for secondary processing. As a country, it makes the U.S. not dependent on volatile regions.”
The sky’s the limit if we do it the right way, and I do think we do have very stringent regulations on that in Pennsylvania and I think we should quit upping that ante and allow Pennsylvania to grow,” Hutchinson said.

Clarion County Republicans announced this week their plans to warm up the frigid winter weather with their annual “Pizza, Politics and Petitions” event as they head into the 2016 Election season.
The “meet your candidate” session will be held in the meeting room of Structural Modulars Inc in Strattanville on Wednesday, Feb. 3, from 6-8 p.m. The CCRC will be providing pizza and beverages for those in attendance. All Republican voters are welcome to attend.
Chairman Rick Rathfon said the event, where prospective candidates have an opportunity to begin to gather signatures for a host of elective office nominations in the spring primary election, has proven to be a “popular and effective” method for the candidates to jump-start the name-gathering process.
“We enter the major election season not only buoyed up by our strong success in last year’s election, where the Republicans were successful in garnering all county courthouse offices available to our party, but also because we sense a very real opportunity to join with the majority of other thinking Americans to take control of the White House and keep both houses of Congress. It is essential that our nation is set on the right course after two terms of the Obama presidential fiasco.” Rathfon added.
In the 2016 election season, Clarion County voters will see five incumbent Republican candidates on the ballot behind the still-to-be-determined presidential nominee, whose identity will be sealed in this summer’s national GOP convention in Cleveland.

A veteran Western Pennsylvania judge who has been climbing the judicial ladder after serving for more than a quarter of a century as a trail lawyer will address Clarion County Republicans at their annual fall dinner on Oct. 15, it was announced this week by party chair Rick Rathfon.
Judge Judy Olson, who has been serving on the state’s Superior Court since 2009, will address the party faithful when they convene at the Clarion Moose Lodge, Rathfon said, noting that the featured speaker is an “outstanding judge, lawyer and orator” who is now a candidate for the State Supreme Court after she had the successful run six years ago for her present judicial position.
The event is open to party registrants at a fee of $25 each, it was announced, and those wishing to attend are requested to contact party secretary Cindy Curran at 797-1321 or by email at [email protected] . Reservations may also be made by contacting Sue Leonard, coordinator of arrangements for the dinner, at either 814-229-2821 or email at [email protected]
The deadline for dinner reservations has been set for Oct. 10, but the planners made accommodations for those who miss the deadline. Late registrants may pay at the door on the evening of the event, Leonard said.. The social hour will begin at 5:30 p.m., with the dinner to start an hour later.
Olson, a lifelong resident of Pennsylvania, has decided thousands of appeals in cases dealing with criminal law, civil law, family law, statutory law and constitutional law. Prior to her election to the Superior Court, Olson served on the Court of Common Pleas of Allegheny County, Civil Division, where she presided over numerous civil matters.
The Pennsylvania Bar Association’s judicial evaluation commission said Olson is a “keen legal thinker…who started her legal career as a highly-regarded legal scholar,” and that her “high level of integrity and a congenial, courteous and professional demean…has been praised by colleagues, advocates and court staff.”
In addition to her commitment to her legal career, she has served her community, devoting time and effort to various organizations, including Children’s Hospital of Pittsburgh, the American Heart Association, St. Francis University and her church. She and her husband of 33 years are the parents of two children.

Clarion County Republican voters had more than the usual picnic fare to chew on at their recent annual gathering of party faithful, and their choices were similar to the selections in many states throughout the country, party leaders have reported.
The cross-section of GOP voters attending the annual party picnic, in a straw poll, indicated the majority at the event currently favor two political “outsiders” as the party’s nominee in the 2016 presidential election, according to an announcement by Greg Mortimer, long-time county register and recorder, who was chair of the gathering held Sept. 3 in the county park in Paint Township.
In the sampling of the voters present, Mortimer announced that 11 of the current 17 candidates seeking the party’s nomination in the spring 2016 primary elections received some support, and leading all candidates was Dr. Ben Carson, a retired pediatric neurosurgeon who rose to national attention two years ago when he was the featured speaker as the annual presidential prayer breakfast held in the nation’s capital.
Carson was the favorite of 35 percent of the picnic attendees, the poll revealed, while Donald Trump, billionaire real estate developer, finished second with 24 percent of the votes. Finishing in a tie for third was another political outsider, former computer company executive Carly Fiorina, and current Ohio governor John Kasich, each with nine percent.
Coming in fifth was former Pennsylvania U.S. senator Rick Santorum who received six percent of ballots cast. Two Floridians—current U.S. senator Marco Rubio and former governor Jeb Bush—tied with four percent of the votes.
Rounding out the straw poll voting were Wisconsin governor Scott Walker, Texas U.S. Senator Ted Cruz, former Arkansas governor Mike Huckabee and current New Jersey governor Chris Christie. Each received two percent of the votes, while the remaining candidates in the field received no voter support.

Greg Mortimer, longtime register and recorder at the county courthouse, announced that two new features have been added to the event’s schedule, which will be held at the Clarion County Park in Paint Township starting at 6 p.m.
Added to the agenda for the get-together, Mortimer said, will be a straw poll to sample how the party faithful view the favorites for the party’s presidential nomination in 2016 as well as a scheduled appearance by a party nominee from Western Pennsylvania for the state Supreme Court.
These additions to the evening’s agenda, he said, add to the announced scheduled attendance of U.S. Representative Glenn Thompson of the Fifth Congressional District, State Senator Scott Hutchison and State Representative Donna Oberlander. Congressman Mike Kelly of the Third Congressional District, which includes the southern portion of the county, has also been invited but has not yet committed to the event, Mortimer added.
Mortimer acknowledged that the wide field of GOP presidential hopefuls has already generated strong interest in the 2016 national election, and county party faithful at the picnic will cast preference ballots to see if their leanings correspond to the current standings for the 16 candidates in the field. “We know what the polls show in a host of states, and now we will be able to learn in this straw poll if our county residents share similar sentiments as those indicated in various states—and we are still 15 months away from the general election where a successor will be chosen to Barack Obama.”

The Clarion County Republican party will hold its annual picnic this year on Thursday September 3rd, with the event to be an integral part of the party’s “GOP Victory Project". The picnic is slated as the kickoff of the fall campaign season, and the get-together will be held in the Clarion County Park in Paint Township, beginning at 6 p.m.
The cost to attend will be $5 for adults, with children attending free. Attendees are encouraged to bring a covered dish to share. The county GOP organization will provide the meats, beverages and table service.
All Republican candidates vying for county offices this fall are scheduled to be in attendance, including commissioner candidates Wayne Brosius and Ted Tharan, and treasurer candidate Tom McConnell.
Also invited to attend are Congressman Glenn Thompson of the 5th Congressional District, which includes central and northern Clarion County; Congressman Mike Kelly of Butler, whose district includes southern Clarion County in the 3rd Congressional District; State Senator Scott Hutchison and Representative Donna Oberlander.
Additionally, it was announced that statewide judicial candidates have been invited to attend, including Supreme Court candidate judges Judy Olson, Michael George and Anne Covey; Superior Court candidate Emil Giordano, and Commonwealth Court candidate Paul Lalley. All these candidates are currently judges in various jurisdictions of the state.

CCRC hosting Rod Eccles Tuesday july 14
The Clarion County Republican Committee will be hosting conservative talk show host Rod Eccles at their monthly meeting on Tuesday July 14th. Their meeting begins at 6:00 PM and is held at the Park Inn by Radisson in Clarion. The public is invited to come and hear Rod speak. The event is scheduled at the Radisson Park Inn (formerly Holiday Inn), starting at 7:30 a.m., Rathfon said, with persons planning to attend requested to make reservations with party secretary Cindy Curran. Curran may be reached at 814-797-1321. Payment for reservations, at $25 each, may be made on the morning of the event, Rathfon noted.

For all those people who have ever thought about serving on their school board, borough council or township board, here's the chance to learn how to do it. Penn State Extension is offering a webinar "Toss Your Hat in the Ring" from 7 to 9 p.m. Monday February 9.
The program includes: An overview of Pennsylvania local government and the responsibilities of a township supervisor, a borough council member, and a school board director. Instructions on how to run, including filing a petition, reporting campaign expenses and other important information. The webinar won't offer campaign tips or strategies; rather the focus is on understanding the roles, responsibilities and personal rewards that come with public service.
"The people who run our local governments are our friends and neighbors people just like us," explained Judy Chambers, Penn State Extension educator. "You don't need special training or experience to serve your township, borough or school district. If you're interested in serving, care about your community, and are willing to learn on the job, we'd like to encourage you to toss your hat in the ring."
In addition to the webinar, Extension is offering a two-hour workshop version of the program in 16 locations this winter. All workshops will run from 7 to 9 p.m. The fee for webinar or workshop is $25 per person. Former Clarion County Republican committee chairman
and state committeeman passes away
Donald L. Stroup, 87, of Myrtle Beach, South Carolina, formerly of Clarion, and Jupiter, Florida, died Tuesday, Dec. 23, 2014.
Born March 13, 1927, he was the son of the late Arthur L. and Edith P. Elder Stroup.
He graduated from Clarion Area High School in 1945 and attended Clarion Normal School.
He was married Jan. 12, 1951, to Norma L. Rea, and she survives in Myrtle Beach.
A veteran of World War II, Don was a staff sergeant in the U.S. Army Air Corps, having served in the Philippines.
Don was active in the Clarion community all his life. He was the first president of the Clarion Area Chamber of Commerce, was Citizen of the Year in 1987, and was very proud of being one of the original founders of the Autumn Leaf Festival.
He served as a school board director and school board president for Clarion Area School District for many years and later served as a trustee at Clarion University.
Don was active in the Republican Party and served as the Clarion County chairman and a state committeeman, and he became Congressman Albert Johnson's campaign manager.
While a resident of Clarion, Don was a member of First Presbyterian Church. While living in Jupiter he attended Jupiter First Church.
In addition to his wife, Don is survived by six children, Sharron Martin and her husband Rich of Clarion, Randy Stroup and his wife Sally of Myrtle Beach, South Carolina, Jean Stroup and her friend Rob Varner of East Brady, John Stroup and his wife Barb of Clarion, Susie Graham and her husband Steve of Royal Oak, Maryland, and Mark Stroup and his wife Elizabeth of London, England; 15 grandchildren, Katie, John, George, Brad, Will, Julie, Kelly, John, Chip, Jack, Alec, Max, Benjamin, Thomas and Piper; and seven great-grandchildren.

The keynote speaker will be James Roddey, Chairman, Republican Committee of Allegheny County. Mr. Roddey, a dedicated community worker who is active in numerous civic and charitable organizations throughout the region. He has served on more than 40 nonprofit boards, 15 of which he chaired.
Roddey, who served as Allegheny County’s first chief executive from 2000 to 2004, and as a member of the Board of Inter-Governmental Authority and as a commissioner for the Pennsylvania Commission for transportation Funding and Reform.
He has been awarded three honorary doctorates and has received more than 60 awards from a variety of business, civic, education and industry organizations, including a Distinguished Alumus Award and Pittsburgh of the Year. He had also served with the U.S. Marine Corp, attaining the rank of captain.
Several party office-holders have been invited to attend, including Sen. Pat Toomey, U.S. Representatives Glenn Thompson of the Fifth Congressional District and Mike Thompson of the Third District, State Senator Scott Hutchison and State Representative Donna Oberlander.

CLARION—Pennsylvania Lieutenant Governor Jim Cawley,
running mate for Gov. Tom Corbett as the duo seeks a second four-year term,
will be making a public visit to Clarion County on Saturday, May 3, County GOP

The meet-the-public event will be held between 12:45 and 2 p.m. at Clarion Oaks Golf Club on Mayfield Road, Rathfon said.
The announcement said that Cawley had been chosen as Corbett’s running mate because the governor “needed more than a figurehead in the lieutenant governor’s office. Jim Cawley understands the concerns facing local and county governments because of the previous administration’s unaccountability in Harrisburg,” and Cawley was “just the partner Corbett needed to pilot an era of fiscal responsibility and economic prosperity in Pennsylvania.”
Cawley, a former Bucks County commissioner and Bristol School District board member, Cawley “has also been a leader in helping Gov. Corbett address the needs of thousands of Pennsylvania’s local communities. In both of those roles, Cawley has led with strong conservative values by cutting government costs, improving public education and standing up against tax increases in Pennsylvania,” the announcement concluded.
Cawley and his wife Suzanne live in Lower Makefield Township, and the couple has a son, Nicky.

REP. Oberlander announces House re-election campaign
Incumbent Republican Representative Donna Oberlander last week announced she is running for re-election to the Pennsylvania House of Representatives in the 63rd District. The district includes all of Clarion County and portions of Armstrong and Forest Counties.
“I have worked hard to be a strong voice for our concerns here at home and in Harrisburg,” Oberlander said in a prepared announcement. “I will continue to focus my efforts on protecting taxpayers, fighting for our jobs, preserving our hometown values and always putting the safety of our families first.
